Title: Blue Economy Roadmap – Realising the potential of the Overseas Countries and Territories for sustainable Blue Growth

The OCTA Blue Economy Roadmap sets out the analyses made from data collected from a participatory process, which explored Overseas Countries and Territories (OCT) stakeholders’ perception to the next step requirements, aspirations, gaps and challenges. This was done in parallel with in-depth examinations carried out by three experts representing four blue economy sub-sectors. This was done in order to develop a step-by step approach by way of recommendations aimed at facilitating the emergence of OCT Blue Economic Sectors (BES).

The main international legal instrument for the oceans is the 1982 United Nations Convention on the Law of the Sea (UNCLOS), which defines rights and obligations of states within their maritime space, and includes provisions for marine environmental protection and the management of its resources. The strategic approach for OCTs to unlock investment opportunity from their blue resources is to align with the financial strategic expectations of the main investment bodies. It is fully recommended that OCTs adopt these principles because they provide an important framework to align national principles with those of the financial industries.

Four classified strategic priorities provide the overall framework for the study. The results from the survey and the expert examinations provided the overall context and key data, which after a careful analytical process resulted in the final recommendations.

La feuille de route de l’économie bleue d’OCTA présente les analyses effectuées à partir des données recueillies dans le cadre d’un processus participatif, qui a exploré la perception des parties prenantes des pays et territoires d’outre-mer (PTOM) quant aux exigences, aspirations, lacunes et défis de la prochaine étape. Ceci a été fait en parallèle avec des examens approfondis réalisés par trois experts représentant quatre sous-secteurs de l’économie bleue. Ceci a été fait dans le but de développer une approche étape par étape par le biais de recommandations visant à faciliter l’émergence de secteurs économiques bleus (BES) des PTOM.

Le principal instrument juridique international relatif aux océans est la Convention des Nations Unies sur le Droit de la Mer (CNUDM) de 1982, qui définit les droits et obligations des États dans leur espace maritime et comprend des dispositions relatives à la protection du milieu marin et à la gestion de ses ressources. L’approche stratégique permettant aux PTOM de dégager des opportunités d’investissement à partir de leurs ressources bleues consiste à s’aligner sur les attentes stratégiques financières des principaux organismes d’investissement. Il est pleinement recommandé aux PTOM d’adopter ces principes car ils fournissent un cadre important pour aligner les principes nationaux sur ceux des industries financières.

Quatre priorités stratégiques classées fournissent le cadre général de l’étude. Les résultats de l’enquête et des examens d’experts ont fourni le contexte général et les données clés qui, après un processus analytique minutieux, ont permis de formuler les recommandations finales.
